Minutes of the Meeting of 26 July 2018 held at Coronation Hall

18/19-25  Apologies – Cllrs Langley and Midgley had tendered apologies for absence.

 

18/19-26  Approval of Minutes - Minutes of the meetings of 24 May and 14 June 2018 were approved as a true and accurate record and duly signed by the Chairman and Clerk.

 

18/19-27 Declarations of Interest  - Cllr Head declared his interests in agenda items 12 and 13.

Cllr Coy declared interest in Agenda Item 6 (g)

 

18/19-28 Financial Report

18/19-29 Matters arising from the public forum –

  1. Reference was made to the state of weeds on the river which have not been dealt with. It was agreed that contact be made with the Environment Agency pointing out the urgency of the situation.                                                                                                                              Action Clerk
  2.  It was felt that the landing stage currently under construction did not appear to comply with plans originally submitted. This will be taken up with Slea Nav.                                Action Cllr Head

 

18/19-30  Action Items from previous meetings

  1. Village street furniture – Estimates for refurbishment of the noticeboard and installation of a bench at Low Road/Clay Bank were long outstanding.

It was agreed that Cllr Clark will source suppliers for a bench and that were the requested estimate for the noticeboard refurbishment to be further delayed alternatives would be sought.

  1. GDPR – It was agreed that in compliance with the regulations the Council will register as a Data Controller with the Information Commissioner                                         Action Clerk
  2. Community Speedwatch – Council noted the equipment costs of c£350 and would seek training for volunteers who had already come forward. The delay in implementation along with the cost, if any, of training will be taken up with CSW.                           Action Clerk
  3. Proposed Welcome Letter – The text was approved and it was agreed that contact details for the Parish Council and Village Hall be included in the letterhead.   Action Clerk
  4. Car Parking Signs – It was felt that installation should be delayed until construction of the landing stage was complete.
  5. Chancel Repair Liability – It was agreed that in the circumstances ascertained this was a matter to be left to individual residents.
  6. Village Fete 2019 and Committee Accounts -  Cllr Coy reported that planning for 2019 was in progress and that the bank account stood at 3249.63 as at 06 July.

Cllr Coy went on to point out that the Village Fete committee and its organisation was outside the Parish Council’s remit. Clerk pointed out that since the Council had donated public funds there was a responsibility for this to be accounted for. It was agreed that the Council’s contribution was intended to cover the cost of the Annual Village Meeting, which is a responsibility of the Council and is only co-incidentally a part of the fete, and that the organisation and financing of the Village Fete was not a matter for the Parish Council.

 

18/19-31  Policy Document Annual Review – It was agreed that no changes were required. 

 

18/19-32  Public Space Protection Orders – District Cllr Head reported that NKDC position on PSPOs

was that, because of the lack of capacity to enforce, none were to be authorised in future and indeed the renewal of an existing Order had recently been refused. In these circumstances it was felt that expenditure on signage outlined in Minute 18/19-13 of 24 May 2018 should not now go forward.

Cllr Head also noted that Anwick Parish Council has a paid employee acting as dog warden and he undertook to make further enquiries regarding the position in Anwick as it might apply in South Kyme.                                                                                                                                            Action Cllr Head                               

18/19-33  Building structures on the South side of the riverbank – It was noted that a fishing platform had recently been privately installed on the South side of the riverbank. It was understood that the individual concerned had gone through proper channels seeking and being granted Environment Agency approval centrally.  Council expressed concern about the approval and felt that local views as well as those of the Agency’s own local office had not been sought. It was agreed that the Council’s views on such structures and the involvement of the local EA office be taken up with the  EA                                                                                                                                                                Action Clerk

 

18/19-34  Hedging adjacent to Wood Lane sewage works - It was noted that hedgerows established some 7 years ago had been removed, without notice or consultation, by parties unknown. It was thought that this had probably been the work of either Anglian Water or LCC Highways and both organisations would be asked if they were responsible and if so what their justification was.

18/19-35  South Parade Residents’ Association – Cllr Clark reported on the inaugural meeting which whilst poorly attended, particularly in view of the absence of the Housing Officer, had nevertheless been encouraging. Efforts will continue to inspire more residents to become involved.  

 

18/19-36  Heckington Fen Wind Farm – It was noted that the government had required environmental impact assessment from the applicant which had so far not been published.

Heck-Off had lobbied local MPs to consult with DBEIS. The Planning Authority’s response to any action not requiring a new application would likely be to seek Judicial Review.

 

18/19-37  Planning Applications – Application 18/0700/HOUS for erection of a 2m high wall at the Old Rectory had been refused at Officer level and District Cllr Head had called in the application for consideration by the Planning Authority. It was felt that, as the Parish Council had already commented favourably on the application, no further representations were appropriate. It is however open to individuals to make representations.

 

18/19-38  Date of next Meeting – 1930 Thursday 27 September 2018 at Coronation Hall.
