MINUTES

Present: Cllrs Head M (Chair), Alexander, Johnson, Shields, Moore, Head J; D Daly (Clerk); 17 members of the public.

 
Welcome - The meeting opened at 7.15pm. - The welcome from the Chairman highlighted the reason for calling the meeting.

To receive and agree apologies for absence. - None.
21/22/147
To receive disclosures of pecuniary and non-pecuniary interests, pursuant to section 31 of the Localism Act 2011, and applications for dispensation from Councillors on matters considered at this meeting.
 - Cllr Head M declared a non-pecuniary interest due to being a member of the Village Tidy Group (a volunteer group in the village).

To determine which items on the agenda, if any, require the exclusion of public and press under the Public Bodies (Admissions to Meetings) Act 1960 1 (2) and resolve to exclude public and press for these items. - None.
 
GENERAL
21/22/149
To discuss and agree actions relating to the ownership of the river bank in the village.
- It was noted that some of the riverbank is already owned by the Parish Council.
- It was stated that the Parish Council would like to obtain elements of the riverbank with a view to preventing erection of styles, gates, etc. across the rights of way by any potential future landowners which would create obstacles to the passage of people with pushchairs, wheelchairs, dogs and young children; and also to ensure open access to the riverbank by fishermen and boaters alike; the riverbank is an important and attractive feature that is highly visible on entering the village and should be kept as such.
- It was RESOLVED that the Parish Council is to apply for ownership of the elements of riverbank (land) for reasons noted above - p. Cllr Alexander, s. Cllr Moore, Unanimous.
- It was further RESOLVED to approve legal fees associated with the above action, estimated at £1,200 + VAT - p. Cllr Shields, s. Cllr Head J, Unanimous.
