Draft Minutes of the meeting of South Kyme Parish Council held on Thursday 5 March 2020, 7.30pm in the Morris Room, Coronation Hall

Four members of the public attended the meeting.

Public Forum: Mrs S Fenn reported that, at a recent event in the Coronation Hall, a car had parked up against the newly-installed defibrillator on the wall, preventing access to it. The chairman stated that the hall trustees wanted to put cross hatchings at the bottom of the wheelchair ramp to discourage parking there, and that the council should request additional markings in front of the defibrillator. ACTION: the clerk to write to the treasurer of the village hall to request a hatched strip in front of the defibrillator.

Ms S Glossop said her children were keen to help with litter picking and to get involved in the village. Councillor Midgley gave details of the village tidy on the last Saturday of the month. Ms Glossop suggested a litter-pick board where walkers could collect a bag to take with them for litter. All councillors approved this idea, with the Coronation Hall being cited as the best location. ACTION: the clerk to write to the board of trustees to ask whether a board could be placed outside the hall.

19/20/88 Financial report: Councillor Head distributed the financial statement to all councillors. As of 5 March, there had been an overspend of £289.55 against budget.
Items for payment were passed to the chairman:

  • Roy Baumber (installation of defib) £102.48

Total for payment: £414.43

 

19/20/89 Correspondence (additional item, not on agenda): The clerk read out a letter from Councillor Clark, tendering her resignation as vice-chairman with immediate effect. Councillor Clark offered her full support as a member of the parish council.

 

19/20/90 For resolution

19/20/90.1 – Flooding at three sites: the chairman reported that three sites had been affected following Storm Dennis. One, on the corner of High Street in front of The School House, had affected their garden as traffic failed to slow down. The resident had contacted Lincolnshire County Council (LCC) via Fix My Street and had also spoken to a member of staff. A flood warning sign had eventually been placed on the approach to the bend (after the flood water had subsided). It was agreed that the drain and the dyke needed to be cleaned out, but it was unclear who owned the dyke. ACTION: the chairman to speak to Mr S Coy to find out who owns the dyke. Councillor Midgley thought the drain under the road might be broken. It was agreed that the parish council should demand a site meeting with LCC. ACTION: clerk to write to LCC.
The second site was outside 34 High Street, opposite the Hume. Councillor Midgley reported that the gulleys had been sucked out two weeks earlier. Councillor Good reported that the gulleys were three feet deep and that the drains needed power washing to remove debris.
The third site was again in South Parade. Councillor Clark showed pictures she had taken showing flooding at the bottom of the cul-de-sac. Mr M Clark, a member of the public, told the meeting he had spoken to Anglian Water, who informed him there was a problem with a pipe. Councillor Midgley said all surface water should flow into a soakaway or dyke, but sewage should never discharge into a dyke. The problems in South Parade suggested problems with the drainage connections. It was agreed to include South Parade in the site meeting with LCC, and also to request a meeting with Anglian Water on this site. ACTION: clerk to write to Anglian Water; site meeting with LCC to include South Parade.
Councillors Midgley and Goode volunteered to attend the site meetings.
The chairman reported that there were three Section 19 (flood) notices on South Parade, but Councillor Midgley said the problem was poor maintenance rather than flooding.

90/20/90.2 – Dog/environmental warden: The chairman reported that the name and role of the dog warden had changed, and they were now expected to pick up litter and dog mess up as part of their duties. Before the subject of advertising for a new warden could be discussed, Ms Stacey Glossop, attending the meeting as a member of the public, expressed an interest in taking on the role. Her appointment was proposed by Councillor Goode, seconded by Councillor Clark and unanimously approved. ACTION: chairman to contact North Kesteven District Council to arrange training and equipment.

90/20/90.3 – Skip: Councillor Shaw asked if the parish council still intended to get a skip for village use. This had previously been agreed but had been cancelled due to bad weather. It was proposed by Councillor Shaw, seconded by Councillor J Head and unanimously agreed that a skip should be obtained to coincide with the village tidy at the end of March, to be sited at the village hall. ACTION: Councillor Midgley to order a skip; chairman to advertise the event on Facebook.

90/20/90.4 – Damage to the river bank: There are issues with fishermen parking on the grass verges. The chairman said there were some ‘no parking’ signs in the shed, and it was discussed where these should be sited. Councillor Midgley pointed out that LCC Highways own a one-metre strip of all grass verges, and motorists can legally park on this strip as it is part of the highway. It was agreed that the signs should be set one metre back, at the far edge of this strip, near the kingfisher and next to the picnic area. ACTION: no parking signs to be put up at the next village tidy.

– Wheelie bins/litter, Low Road – there have been issues with a house in Low Road where wheelie bins are left outside and litter is a frequent problem. Councillor Mervyn Head has spoken to the housing officer at NKDC but there has been no improvement. ACTION: clerk to write to NKDC about the concerns.

    1. – Community Speed Watch report: group co-ordinator Councillor Micky Clark reported that only seven sessions were held last month due to bad weather, with 75 speeding vehicles logged. Three sessions had gone ahead as planned in the current four-week period. There had been four new recruits and one resignation, leaving a total of 19 volunteers. The police had recently been at Skinners Lane, and Councillor Clark will request feedback on actions taken.
    2. SID (Speed Indicator Device) update: Councillor Judy Head reported on models and costs should the parish council wish to buy its own SID. The cheapest option is £1,799 + VAT, which SKPC will get back. It was suggested the council could apply for funding from the Police and Crime Commissioner (Proceeds of Crime Act seizures) among other sources. ACTION: Councillor Clark to speak to the Lincolnshire Road Safety Partnership; the clerk will research PoCA funding; the chairman will look at other sources of funding; Councillor J Head will do further research.
    3.  - Defibrillator update: The defibrillator is now in place outside the Coronation Hall, and it was agreed three training sessions should be offered: one during the day, one in the evening and one at a weekend. ACTION: chairman to arrange training.
    4.  - Events sub-committee:
      Easter egg hunt:
      Councillor Susan Shaw updated the meeting on the Easter egg hunt to be held at 2pm on 5 April. Painted stones will be hidden for children to find, with stones then exchanged for Easter eggs. Councillors Clark and Shaw will give out tickets for the event, which will include stalls, treats and games. The clerk has written to village businesses asking for sponsorship for the event. Councillor Clark presented Councillor Shaw with sponsorship of £50 from Micky’s Baskets and Mick Clark, and this was given to Councillor Judy Head. ACTION:  chairman to create flyers and advertise the event on Facebook.

VE weekend: The chairman updated the meeting on events to celebrate/commemorate the 75th anniversary of VE Day. On Friday 8 May there will be a church service, a family indoor street party, a VE-themed scarecrow competition and the annual duck race. On Saturday 9 May there will be live music in the evening, with a bar and bangers and mash supper. All events will be free of charge to villagers, but will be ticket only.
Village meeting: This will be on 17 May, with the same format as last year (meeting followed by tea). Volunteers will be needed to make cakes, and it was agreed to ask Jill Carter and Janet Wise if they would do teas. ACTION: clerk to contact JC and JW.

Boat weekend: There are expected to be at least two boats for the VE weekend, subject to the boats being able to get through the lock. Other boats are expected at the end of May.   1. To discuss
    1. – Garden waste: Councillor Peter Goode had circulated information on how to dispose of garden waste. Householders have a right to cut back overhanging foliage, but must not throw it into the owner’s garden as this is deemed to be fly-tipping. Not offering it back can be construed as theft.
    2. Invasive species alert: A small strand of floating pennywort has been found near the jetty. If seen, please inform Sleaford Navigation Trust.

 

  1. Date of next meeting: Tuesday 5 May 2020 at 7.30pm, preceded at 7.15pm by the annual general meeting.
     

There will be a planning training meeting in the village hall at 6.30pm on Wednesday 11 March.
