Minutes of the Meeting on 16th January 2020 held at Coronation Hall

19/20-76 Apologies

19/20-77 Approval of Minutes
Minutes of the meeting of 28th November 2019 were approved as a true and accurate record, duly signed and dated by the Chair.

These invoices for payment were PROPOSED by Cllr. A Alexander, SECONDED by Cllr. M Head and AGREED by the Parish Council.
Cllr. M Head referred to the defibrillator unit which a free emergency kit would also be supplied. The unit will need to have a polycarbonate case power supply to the wall. Cllr. M Head PROPOSED this unit and was AGREED by all. Cllr. M Head to contact Roy Baumber to install the unit and will seek approval from the Village Hall Committee. Action Cllr. M Head
19/20-80 For Resolution
5.1 Precept
The following suggestions were made for 2020/21 – To replace the big mower, put money aside for contribution to events and training budget. It was suggested to increase the Precept by 20% to reinvest back into the village. Cllr. S Shaw PROPOSED and was SECONDED by Cllr. M Head and AGREED by the Parish Council. Action Cllr. M Head
5.2 Position of Clerk
A resident has declared an interest and contents of a letter was shared. Cllr. M Head PROPOSED and was SECONDED by Cllr. J Head and AGREED by the Parish Council. There is a Clerks Training day on 25th March 2020 and the Clerk to commence from February 2020.
5.3 Purchase of books Clerk/Cllr. use
The books suggested were Local Council 9th Edition Explained Arnold Baker cost £35-45
The Little Brother Local Council Explained cost £19.99 plus VAT.
The purchase of the books was PROPOSED by Cllr. A Alexander and SECONDED by Cllr. P Goode and AGREED by the Parish Council.
5.4 Events Calendar including Funding
Suggestion for an Easter Sunday. The children could paint stones which can be hidden over the village and all children get an Easter Egg. A treasure hunt was another suggestion.
VE Day over 9/10/11 May. It was PROPOSED by Cllr. A Alexander, SECONDED by Cllr. P Goode and AGREED by the Parish Council.
Halloween end of October 2020.
All events to end up in the village hall. It was PROPOSED by Cllr. M Head, SECONDED by Cllr. M Clark and AGREED by the Parish Council.
19/20-81 Not for Resolution
6.1 Dog Warden
A letter of resignation was received from V Lenton. The Clerk to send a letter of thanks. It was suggested to produce a poster advertising the post on the village Facebook page.

6.2 CSW
It was reported that nine sessions were carried out before Christmas and 134 vehicles were noted speeding through the village. A meeting with Ralph Roberts has been arranged for 30th January 2020 to answer any questions. Cllr. M Clark to advertise for more volunteers.
Volunteer training session to be arranged with Anwick and South Kyme.

6.3 Sleaford Navigation Sub Committee
It was reported the danger incurred when fisherman are digging into the river bank, particularly when the grass is being cut and corrosion to the riverbank. Cllr. M Head to forward details of Pennywort invading the river to Cllr. A Alexander in order that the information can be displayed. Cllr. P Goode suggested signs ‘’don’t park on the grass’.

19/20-82 To Discuss
7.1 CID
CID not working due to battery has ran out. Cllr. P Goode to collect from North Kyme. Cllr. M Head to check the cost of purchasing a new or second hand. Action Cllr. M Head
7.2 Wheelie Bins/Litter Low Road
Concern was raised about the litter bins and rubbish being outside the houses. Cllr. P Goode to send a paper about fly tipping to the Cllrs. Cllr. M Head to liaise with ‘Street Scene’ NKDC.

7.3 May Meeting date change
This will now be held on 5th May 2020, preceded by the AGM at 7.15pm and the meeting 7.30pm.
7.4 Annual Village meeting
The date is 17th May 2020.

There were no items for discussion. Any items please let Cllr. A Alexander know of the details. Free planning training is available the end of February provided by Mathew Gledhill.
