Minutes of the Meeting of 10 January 2019 held at Coronation Hall

18/19-69 Apologies – Cllrs Coy and Head had tendered apologies for their absence.

 

18/19-70 Approval of Minutes - Minutes of the meeting of 22 November 2018 were approved as a true and accurate record and duly signed by the Chairman and Clerk.

18/19-73  Clerk Salary Review – It was agreed that in accordance with the agreed procedure the Clerk’s salary for 2019/20 would be set at 1540.74.                                                       Action Cllr Head

 

18/19-74  Defibrillator – Consideration was given to the provision of a further machine located more centrally. It was generally felt that existing provision was adequate and the costs outweighed the benefits which would strain Council funds. It was agreed that the matter be referred to the Village Meeting with a view to gauging opinion and raising the funds required.

This would be outlined in the Chairman’s report in The Tower magazine with an indication of the costs involved.                                                                                                                                        Action Chairman

 

18/19-75 Matters arising from the public forum – Required repairs to VTG equipment (2x strimmers a mower and a flymo) were outlined. It was agreed that the estimated cost of c£425 be covered by the £350 raised at Mr & Mrs Howes recent event plus a contribution from the Festival Committee.

 

18/19-76 Action Items from previous meetings

  1. Village street furniture - Refurbishment of the notice board had stalled and another contractor was being sought.                                                                          Action Chairman
  2. Community Speedwatch – A group of 6 volunteers had now been trained and police accredited. It remained for the Group’s co-ordinator (Mrs Langley) to arrange csw authorisation of locations. It was agreed that Council will purchase the necessary equipment at an estimated cost of £390 ex VAT. Cllr Clark agreed to act as Administrator for the group.

Another training and accreditation course will be held in Anwick on a date to be arranged in late February for any further volunteers who may wish to come forward.

18/19-77  Civil Emergency Planning – This item was deferred for consideration at the next meeting pending discussions at the Cluster Meeting to be held on 14 Jan.

 

18/19-78  Best Kept Village Competition – The 97% mark and positive feedback gained by the village was noted and entry in the 2019 competition was agreed.                                                   Action Clerk

(Note: After the meeting it was ascertained that the winner of the 2018 competition was Harlaxton with joint runners up Scothern and Denton)

 

18/19-79  Heckington Fen Wind Farm – It was noted that no decision on the current application had yet been made by the Government. NKDC had expressed significant concerns about the application and in its submission had used information and legal advice obtained and paid for by HeckOff and the Council. It was agreed therefore that the Council approach NKDC to call for an arrangement for sharing costs.                                                                                                                                              Action Clerk

 

18/19-80  Planning Applications – None received

 

18/19-81  Group Forum -not for resolution

  1. It was understood that legal processes for the winding hole had been completed and construction would commence soon.
  2. Members were urged to report Highways defects individually via the online system or telephone 01522 552222
  3. A tree overhanging the river was causing concern and would be discussed with the owner.
  4. Clerk outlined processes for the Local Government elections to be held in May.
  5. Cllrs Alexander and Clark would be attending a funding seminar to be held in Wilsford on 29 January

18/19-83 Planning Matters

a) Application 18/1659/FUL

Chairman outlined the application, and associated documents, to build 4 detached houses on land at Skinners Lane.

A full discussion tested the application against the provisions of the Central Lincolnshire Plan and concluded that the application failed to meet a number of the requirements of the Plan.

It was:-

RESOLVED That the Council lodge objections to the Application and request that the Planning Authority rejects the application Action Clerk

b) Proposal to build 10 dwellings on land at Home Farm Yard

Council had been invited by the architect intending to submit an outline planning application to submit its comments.

A full discussion as to the scale of the proposal, perceived local opinion and lack of benefit to the village concluded that the Council would be minded to object to any application submitted on these lines and it was:-

RESOLVED That the Council’s views be communicated to the architect. Action Clerk
