Cllr Eric Langley was unanimously elected as Chairman.

19/20/07 Approval of Minutes - Minutes of the meeting of 14 March 2019 were approved as a true and accurate record and duly signed by the Chairman.

It was agreed that a suitable sum would be set aside to provide for depreciation of the ride-on mower.
19/20-10 Matters arising from the public forum
a) A vote of thanks was recorded for the work that volunteers had put into the community speedwatch programme.
b) Concern was expressed about the proposal to construct 10 houses on land at Home Farm. It was felt that the plan would alter the nature of the village, that the site would extend the building line and that little consideration had been given to provision of affordable homes.
Chairman reported that the Parish Council had responded with misgivings to the proposal pointing out the provisions of the Local Plan and urged villagers to respond to the architect’s invitation to submit comments.
The Parish Council would put the proposal to the forthcoming Village Meeting and will submit a formal response to the Planning Authority if and when an application is made.
19/20-11 Action Items from previous meetings
a) Noticeboard refurbishment – Chairman will progress
b) Cllr Clark reported that the group now comprised 16 volunteers and operated every other day. Clear and encouraging results had been obtained and 360 speeding motorists had been identified. This had prompted direct police action in the village along with warning letters.
It was agreed that 4 more passive signs would be obtained.

Cllr Goode reported problems downloading data from the SID and would contact North Kyme for advice.
c) A Civil Emergency Plan is in preparation and it was agreed that whoever was Chairman of the Parish Council would act as lead with Vice Chairman and a Village Hall representative forming an initial committee. Volunteers would be sought at the forthcoming Village Meeting.
19/20-12 Dog Fouling – Mrs Vicky Lenton had agreed to act as dog warden for South Kyme as well as Anwick and would shortly take up her duties. Terms of engagement were to be agreed.

19/20-13 Village/PC website – The village website would shortly be closed and it was felt that transferring the content and updates to Facebook would be more effective than using the PC website.
19/20-14 Heckington Fen Wind farm – There had still been no response from the government nor publication of objections by Ecotricity. There remains a Noise Assessment review outstanding.
19/20-15 Planning Applications
Chairman reported that the failed application for 4xhouses on Skinners Lane may be re-submitted in revised form.

19/20-16 Items not for resolution
a) Chairman reported on discussions with Highways which indicated that there may be scope for the High Street fencing on the riverbank to be replaced as well as installation of kerbing and a turning facility opposite Home Farm.
b) Items for discussion at the forthcoming Village meeting were outlined.
c) Clerk confirmed that notice of Councillor vacancies inviting applications for co-option had been published.
