SOUTH KYME VILLAGE MEETING

Minutes of the meeting held on 26 May 2019 at 1600hrs – 44 village residents present.

1 CHAIRMAN Cllr Eric Langley opened the meeting pointing out that, although this was not a Parish Council meeting, as Chairman of the Parish Council he must take the chair.

A minute’s silence was observed to mark the tragic deaths of Mr& Mrs Coy, recognising the significant contribution they had made to the life of the community. The village flag was also being flown at half- mast in tribute. Thoughts were with the family at this difficult time.

There being no formal agenda the Chairman opened discussion to the floor

2 OVERHANGING HEDGES - A request was made that villagers with frontages on to footpaths trim hedges to allow for pedestrians particularly those who were dependent on wheelchairs.

3 DOG FOULING – Concern was expressed about this perennial problem and it was reported that the Parish Council had engaged the services of a Dog Warden.

4 HIGHWAYS MATTERS – The dangerous bend at the western end of the village was brought to the attention of the meeting and installation of a traffic mirror be considered to give some amelioration to this hazard. The Parish Council would seek permission of the Highways Authority. The Community Speedwatch team would target the area.

5 COMMUNITY SPEEDWATCH – Mrs Micky Clark reported on the activities of this recently established initiative. 18 volunteers were now covering 14 hours per month and results had been most encouraging, prompting 13 second warning letters and police observations in the village.

6 PROPOSED HOUSING DEVELOPMENT – Chairman reported that the Parish Council had lodged misgivings with the architect and urged villagers to respond to the architect’s invitation to comment. No formal Planning Application had yet been submitted.

An indicative vote resulted in 20 voting against the development – 4 voting for and 20 abstentions.

7 WOODEN FOOTBRIDGE – Deterioration in the wooden balustrade had been noted and the Parish Council had raised the matter with the County Council who had responded that it did not intend to undertake any further repairs and if deemed a danger the bridge would be closed. It was proposed that the Parish Council investigate adopting the bridge.

8 VILLAGE TIDY GROUP – A vote of thanks was proposed and adopted in recognition of the sterling efforts of the group. A particular thank you went to Mr Colin Louth for his work on the village noticeboard area

9 DEFIBRILLATORS – A proposal for a third facility at the western end of the village was supported by the meeting. Chairman reported that the matter had been discussed by the Parish Council and it was felt that PC funding would not be available. However a local fund raising initiative was proposed and accepted and a suggestion made to approach Lincolnshire Co-op for assistance. There are other funding sources which would be pursued.

Mr Peter Goode generously pledged £500 to get the fund raising underway.

10 CIVIL EMERGENCY PLAN – A Plan is at the preparation stage and would include the Chairman of the Parish Council as lead. The initial composition of a committee would include a representative of the Village Hall. Mrs Micky Clark, Mr David Caswell and Mr Robin Eddowes had volunteered and Chairman requested that anyone wishing to volunteer contact the Clerk to the Council at skymepcclerk@outlook.com

11 CATERING – A sumptuous table of refreshments had been furnished for the meeting and a big thank you was expressed to all of the volunteers involved in providing it.
