Minutes of the meeting of 1 October held at Coronation Hall

19/20/45 Apologies

No apologies were received.

 

19/20/46 Approval of Minutes

Minutes of the meeting of 25th July 2019 were approved as a true and accurate record and duly signed by the Chairman.

 

19/20/47 Declarations of Interest

A Declaration of Interest was received from Cllr. M Head in regard to Heckington Wind Farm.

 

19/20/48 Matters arising from the public forum

a]            Dog Fouling – There is an issue around Low Road River Bank. Vicky Lenton to concentrate on those areas. Cllr. M Head suggested a trail camera be installed. Cllrs. M & J Head to erect signs and Cllr. M Head to liaise with Ayeisha from NKDC.          Action Cllr. MH/JH

b]           Wooden Bridge – It was reported that the bridge gets slippy in wet weather and the suggestion was to install safety strips. A letter will be sent to the Highways Department to address the issue.                                                                           Action: Clerk

c]            Village Tidy Group – A new deck is required for the Flymo machine It was agreed to purchase this item.                                                                                         Action VTG/MH

               The Village Tidy Group asked for contact details of residents who rent properties to cut the hedges. Cllr. M Clark highlighted that it is the responsibility of the tenants to look after the lawns and hedges.

               Cllr. A Alexander to produce a poster for the next clean session arranged for 26 October 2019.                                                                                               Action AA

d]           Speed watch – A great job is being done by the volunteers and the village should see traffic police pulling over motorists who exceed the speed limit.

Cllr. M Head went through the Financial Statement as at 01 October 2019.

19/20/50 Resignation of Clerk

Cllr. A Alexander gave an update as Peter Ayre, Clerk to South Kyme has resigned due to ill health.

Jeanne Flanagan, Clerk to Anwick Parish Council has agreed to stand in until a new Clerk is found.

Cllr. A Alexander to contact LALC who may have a list of clerks available and also where to advertise.

No report had been received from Vicky Lenton.

 

19/20/52 Action Items from previous meetings

A] Community Skips – to consider provision

After discussion a 12 yard skip to be delivered on 25 October and sited on the village hall car park. The

details to be advertised in the Village Tidy and Face book page. Cllr. M Head to email the Village Hall

B] PC Website administration

Discussion took place around the admin of the website.                          Action AA

 

C] Proposed Safety Mirror at School corner bend

It was reported that Highways Department had refused the request for the list of reasons. This item is

 now closed.

 

D] High Street kerbing –LCC response

A letter was written to LCC via P Ayre. Cllr. M Head to check with P Ayre and Cllr. A Alexander to look

for the letter and forward to Cllr. M Head.                                                 Action AA/MH/JF

 

e] Town Bridge – proposed renaming

NKDC District Council has renamed the brass plaque as ‘Coy’s Bridge’. Cllr. M Head will check with

NKDC that Coy’s Bridge will be shown on the map. Sleaford Navigation to be informed. Cllr. M Head

will get a standard road sign ordered with black signage on a white background. Cllr. M Head

proposed this motion and was seconded by Cllr. Midgley.

The Bowls Club will provide a bench in remembrance of Mr & Mrs Coy. Action MH

 

19/20/53 Policy documents annual review

Cllr. M Head to circulate a copy of the Asset Register as at 1 November 2019.

Risk Management no changes to existing document.

Standing Orders no changes to existing documents adopted from NKDC policy.

19/20/54 Heckington Wind Farm

Cllr. M Head nothing to report.

 

19/20/55 Planning applications – to note rejection of Skinner’s Lane application 19/0870/FUL

Grant of river water extraction licence NPS/WR/030849

  1. 19/0870/FUL This application has been rejected twice and is doubtful it will go ahead.
  2. NPS/WR/030849 Letters of objection were sent out in regard to the cut off level 2.5 to 2.6.

Discussion ensued about spring water and wet sand area near to Ancaster – River Slea/River Witham.

 

19/20/56 Any Other Business

12.1 Low Road

A suggestion was made to apply for Low Road to have a one-way route. Cllr. A Alexander proposed a letter be written to the Highways Department detailing the safety aspect. Cllr. M Head seconded the proposal and will email a map to Jeanne Flanagan that indicates the proposed way of travel.

12.2 Revision to Planning Application on Clay Bank

The revision showed two trees to take out due to heart rot. Cllr. M Head had emailed the Planning Officer and suggested that the roof of the bungalow could be turned round.

 

12.3 Design sticker on wheelie bins

Cllr .M Clark made the council aware of locally designed a sticker for wheelie bins for 30MPH through the village. It was suggested that the design of the stickers is advertised in The Tower. Each sticker to have the number on to act as a reminder about the speed limit. Cllr. 12.4 Donation toward Defibrillator

 A donation of £100 was very kindly donated by Cllr. S Shaw thanks were expressed.  The cheque to be sent to Cllr.M Head Finance officer.                                                            Action: MH/SS

      Cllr Head had received an email from Anglian Water.

19/20/62    River Bank :

[a] Destruction causing erosion: Slea Nav have been informed.

                                                                    Action: Cllr MH : to write a letter to Tennent informing Them of the damage caused by the removal of the Coir Rolls.

[b] Destructive parking kerb and access path by King Fisher.

                                                                     Action: Village Tidy Group to erect signs on the next village tidy up session .

 

 

19/20/63 Planning :

[a] New Application – 19/1423/HOUS1D High Street.

   Approval was voted                               Action : Temp Clerk JF to write to NKDC informing of No Objection.

[b] Amendment to application 19/0888/OUT land Adjacent to Chartwell lodge 1 Clay Bank .

  Email received by all of its approval .

[c] Notice of Planning sub committee meeting -outline application for the re-development of Holme Farm 73 High Street South Kyme for the erection of up to 10no Dwellings.                               Action : Chairman / Cllr CM to write a 3 minute speech and deliver it at the planned meeting .

 

19/20/64  LALC Shinning Star Award : Parish council was  Awarded Best Parish Council in the Lincolnshire Area.             Action : All : Photo Taken

[a] NKDC News : Cllr M Head was approached by NKDC News

                                                                        Action : Chairman AA to do an article with NKDC News .
