18/19-84 Apologies – Cllrs Coy and Clark had tendered apologies for their absence.

18/19-85 Approval of Minutes - Minutes of the meetings of 10 and 24 January 2019 were approved as a true and accurate record and duly signed by the Chairman.

18/19-86 Declarations of Interest - Cllr Head declared an interest in Agenda Item 12

18/19-88 Matters arising from the public forum

a) A vote of thanks was recorded for the work that volunteers had put into the community speedwatch programme.

b) Concern was expressed about damage caused by cars parking on the grass verge adjacent to the landing stage and arrangements will be made to install a ‘no parking sign.

Action Cllr Head – Mr T Midgley volunteered to assist.

18/19-89 Funding Seminar Feedback - Cllrs Head, Clark and Alexander had attended the LCC seminar on 29 Jan. Various funding organisations and opportunities were explained and discussed providing valuable information. The possibilities of obtaining funding for VTG equipment was discussed and the grant opportunities would be kept on file.

18/19-90 Councillors Code of Conduct. - It was agreed that the Parliamentary Committee on Standards in Public Life recommendation that all Councillors would be presumed to be acting in their official capacity in everything they do in private life would be opposed by the Parish Council. The Council’s view would be communicated to the relevant Minister of State.

It was resolved that South Kyme Parish Council will replace its existing code of conduct with that adopted by NKDC.

18/19-91 Dog Fouling – It was noted that Anwick Parish Council employs a dog warden and it was agreed that an approach be made to ascertain if she would be prepared to also act for South Kyme.

Enquiries would be made to Anwick PC for South Kyme to make such an approach and establish rate of pay. Conditions of engagement would need to be further discussed.

Cllr Head reported that his research showed that Dog Control Orders had been superseded by Public Space Protection Orders (PSPOs) and it may be possible to establish a PSPO to require dogs to be kept on a lead between Church Lane and New Bridge. The case would be strengthened if enforcement was in place.

18/19-92 Temporary closure of Cow Drove – Highways had notified closure for repairs at some time during the new financial year. Concern was expressed about access during the closure and clarification will be sought.

18/19-93 Action Items from previous meetings

a) Village street furniture –

Refurbishment of the notice board was awaited and alternatives were to be sought.

Noted that the street sign for Church Lane at The Rectory was to be replaced by a curved sign to fit the new wall.

Agreed that the damaged cul de sac sign at Church Lane would be re-instated by VTG

b) Community Speedwatch

Cllr Clark had been unable to attend this meeting but had supplied a comprehensive report showing that:-

The programme went live on 02 March with all 9 volunteers involved and on that day 34 vehicles were recorded travelling above 35mph. Teams of 3 have been rostered for sessions on alternate days throughout the next month.

As of today a total of 114 speeding vehicles have been recorded, some travelling at over 50mph.

More volunteers need to be recruited and a further accreditation course is to be held in Coronation Hall at 4pm 06 April.

Anwick Parish Council has requested assistance with its scheme shortly to get off the ground. It was noted that Public Liability Insurance cover would need to be in place.

Cllr Clark will ascertain whether permanent ‘Radar in Use’ signs could be fixed on the speed limit signs at each end of the village.

18/19-94 Civil Emergency Planning – It was agreed that a plan should be in place but this would depend upon sufficient volunteers coming forward. 2 volunteers had agreed to be on the Emergency Planning Team and it was agreed that the Plan Team Leader would be whoever was Chairman of the Parish Council at the time.

A draft plan will be presented to the next meeting. Action Clerk

18/19-95 Heckington Fen Wind Farm – It was noted that no decision on the current application had yet been made by the Government and it is now over a year past the deadline.

18/19-96 Planning Applications

a) The refusal of application 18/1659 for construction of houses in Skinners Lane, which had been based mainly on the points raised by the Parish Council, was noted.

b) The proposal for Home Farm was discussed and misgivings on several grounds were expressed. These will be communicated to the Architect without prejudice to any formal application which may be made in the future. Action Clerk

18/19-97 Group Forum -not for resolution

a) It was noted that the deadline for submission of nomination papers for the forthcoming election is 03 April.

b) The owner of the willow tree overhanging the river had given permission for it to be appropriately cut back.

c) Noted that the Scarecrow competition, Duck Race and a blessing of the new landing stage will be held on Mayday. Festival events will be held in a marquee on Spring Bank Holiday with a disco on the Saturday night.
